Does a ceiling stain mean the roof is definitely leaking?
Not necessarily: a plumbing leak from a bathroom above, or condensation forming around a cold loft hatch, can produce a very similar stain. That's why the source needs tracing before assuming it's the roof.
Is it safe to leave a ceiling stain if it's not actively getting worse?
An old, dry stain from a resolved leak is generally low-risk, but it's worth confirming the original cause has actually been fixed rather than assuming it has.
